HSWC Investigation Results in Felony Animal Cruelty Charges

On October 30, the Humane Society of Washington County (HSWC) received a frantic call from a citizen regarding a horrific act of animal cruelty. The citizen reported witnessing a man, who has been identified as Bobby Ray Moore of Hagerstown, Maryland, maliciously chasing a 15 week old kitten, grabbing it by its neck, placing it on the ground and repeatedly stomping it, leading to death. Moore then threw the kitten into a community trash dumpster. 

This heinous act of cruelty was captured on video and was turned over to HSWC for full investigation. Field Services responded immediately and recovered the deceased kitten from the dumpster. The kitten was transported to HSWC’s Veterinary Center where a forensic necropsy was performed. The case was assigned to Field Services Officer Isaac Mowery, who completed the investigation. Evidence was presented to Deputy State’s Attorney Joseph Michael, who gave his full support for felony charges.

On the evening of November 1, Moore was taken into custody and charged with Felony Aggravated Cruelty to Animals and Misdemeanor Animal Cruelty. Moore was then booked into the Washington County Detention Center, where he is currently being held without bond.

“There is absolutely no place in our society for animal cruelty. This violent case in particular is nothing short of pure evil,” said HSWC’s Executive Director, Colin Berry. “Acts of animal cruelty are strongly linked to a variety of other crimes, including violence against people, and in no way will we tolerate them here in Washington County.”

HSWC would like to thank the citizens who bravely captured this unspeakable act on video and reported it immediately. HSWC would also like to thank Deputy State’s Attorney Joseph Michael for his guidance and assistance in helping get this violent suspect off the streets.
